Victor Voner, Chief Estimator

Victor VonerResponsible for managing the company's project estimates, Victor is a Veteran of the United States Marine Corps and served during the Korean War from 1953 to 1956. Victor brings over 60 years of construction experience to the company and is in charge of all the Mechanical Contracting Departments which involve estimating, engineering and construction cost analysis.

David P. Hanlon, PWE, MBA, USN (Ret), General Manager

David P HanlonMaster Chief David Hanlon is the General Manager of Veterans Development Corporation, Inc.  He brings 38 years of military engineering and construction experience having a distinguished career in the U.S. Navy Seabees retiring as the Command Master Chief of the 7th Naval Construction Regiment, Davisville, RI.  He also brings over 40 years of Municipal Government experience his last 20 years serving as Director of Public Works for the Town of North Reading, Massachusetts.  Master Chief Hanlon is a civil engineering graduate of Wentworth Institute of Technology and Northeastern University. He also holds an MBA from Nichols College.  He is a current member of the National Society of Professional Engineers, Chaplain for the New England Chapter of the American Public Works Association, Massachusetts House Minority Leader's Appointee to the Governor's Infrastructure Finance Commission, and Chairman for the City of Newburyport Sewer Commission.  In addition, Master Chief Hanlon is a recipient of the 2004 American Public Works Association “Top Ten Award”, 2010 Wentworth Institute of Technology “Gold Leopard Award”, Massachusetts Joint House and Senate “Excellence in Leadership Citation”, and a recipient of the U.S. Navy Meritorious Service Medal.

Janet Wilson, Executive Administrative Assistant

Janet WilsonJanet Wilson has been employed by Veterans Development Corporation, Inc. since 2004. She oversees the General Office Operations being responsible for Construction and Office Administration. She is also the Executive Administrator to the General Manager. Because of her experience with all aspects of the company's operations, Ms. Wilson provides invaluable general administrative support to both the estimating and project management divisions. In her position of Construction Administrator, she provides a breadth of support to both the General Manager and President/CEO.


Randy Kirkpatrick, Safety Director

Randy KirkpatrickAs Safety Director, Randy ensures all projects adhere to strict safety standards, including Infectious Disease Containment, First Aid, Ergonomics, and OSHA Industrial Hygiene and Respiratory Protection. He is also certified by the U.S. Department of Labor as a Safety and Health Specialist, and for the Permit Required Confined Space Standard. He has been with Veterans Development Corporation, Inc. since 2006. Randy is a decorated combat Vietnam Veteran of the 101st  ABN Div (Special Operations) 75th Airborne Ranger Regiment, a Purple Heart recipient, and a life member of the Military Order of Purple Heart and past Chapter Commander. Randy is a life member of Worldwide Army Rangers, Inc., U.S. Army Ranger Association, 101st Airborne Division, (Long Range Reconnaissance Patrol) LRRP- Ranger Association, Army Veterans Group, Military Network Group, and U.S. Veterans Group. Randy is an active member in the World Safety Organization, Construction Safety Roundtable of Eastern Mass., American Society of Safety Engineers, Greater Boston Chapter, Environmental Health & Safety Professionals, Construction Health & Safety, and American Wind Energy Association.

James E. Farrell, Mechanical Estimator/Project Manager

James E FarrellJim has been with Veterans Development Corporation, Inc. for the last twenty-five years as an Estimator and Project Manager for Plumbing, Piping Projects, and Sprinkler Projects. He also is the purchasing agent for Plumbing stock for Veterans Development Corporation, Inc.

Mr. Farrell is licensed for Master Pipefitting, Unrestricted Master Sheet Metal, Sprinkler Contractor, Journeymen Plumber, and Master Plumber he also holds the Corporate License for Plumbing & Gas Fitting along with OSHA 30 Hours and Medic First Aid.

Kevin Bishop, Director of Project Management

Kevin BishopKevin Bishop oversees the day to day operations of the construction service division of Veterans Development Corporation, Inc. which include field and the project management staff.

Mr. Bishop brings a strong work ethic having over 20 years of industrial mechanical experience. Kevin also has overseen mechanical projects both as a field supervisor and project manager. Mr. Bishop's expansive field experience have given him a strong ability to evaluate and address field issues using sound problem solving techniques resulting in smooth process of job flow and cost control.

Education background includes four years – Metal Fabrication, Technical Drawings & Blueprint Reading

Lynne Decker, P.E., Mechanical Estimator

Lynne DeckerLynne is responsible for the mechanical estimating and HVAC project administration. She is a mechanical engineer registered as a PE in the state of Massachusetts. She has over 25 years experience in engineering consulting, HVAC system design, construction and project estimating.

Lynne graduated with distinction from Worcester Polytechnic Institute with a BS in Mechanical Engineering.

Sam Giard, Assistant Project Manager

Sam GiardSam Giard has been part of the Veterans Development Corporation (VDC), Inc. team since 2011 beginning as a field laborer working on job sites. Sam is currently a student at Wentworth Institute of Technology majoring in Civil Engineering Technology and will graduate in 2014 with a B.S. degree. Having completed multiple PM/Estimating internships with VDC, he now works directly with the VDC Project Management team and field personnel. Sam assists during the pre-construction phase of projects including purchasing, scheduling and coordination of subcontractors and vendors. He leads the submittal process to include in-house plumbing/HVAC and all subcontracted trades as well as identifying any potential project risks. He also assists managing projects including RFI Management, change order submission, job progress and contract control. Sam is a member of the Liberty Battalion Army ROTC program at Wentworth and will receive his commission into the MA Army National Guard Corps of Engineers as a Second Lieutenant upon graduation. Sam has earned the rank of Eagle Scout through the Boy Scouts of America and is a member of The Society of American Military Engineers.

Bill Grafton, Assistant Project Manager

Bill GraftonBill manages all facets of Veterans Development Corporation’s submittal process. Bill’s experience in project management includes contracting, scheduling, operational management and execution, risk and financial management and reporting. Coupled with his business experience directing a marine conservation nonprofit and managing sales and marketing activities for small corporations, Bill provides Veterans with a solid business and hands-on approach to the front-line of project management. Streamlining the turn-around time, thoroughly reviewing all submittal documentation, recording all transactions into Timberline, coordinating with subcontractors, vendors and project managers and ensuring that all communication processes flow smoothly for a seamless project start-up right through to completion. Bill serves as Conservation Commissioner for the Town of Norwell and holds a Bachelor’s from Boston College and a Master’s from the University of Southern California.
