Our founder and CEO Mark Voner brings to Veterans Development Corporation, Inc. strong leadership, decades of construction experience, a strong industry network, and a commitment to delivering creative approaches to construction project challenges. He is also passionate about giving back to the Veterans community.

In addition to managing Veterans Development Corporation, Inc. Mr. Voner is the Director of Public Relations for Asian Affairs for Moore’s Marauders, the volunteer group founded by Ken Moore. Moore’s Marauders searches for the remains of the estimated 92,000 MIA and/or POW service people.

In October 2009, Mr. Voner and Moore’s Marauder team leader Ryan Bach were sent to China to sign a Historic Agreement between the United States and China to search for the remains of SSgt. William Lynch, a WWII Marine from Dorchester, Massachusetts and the last Marine unaccounted for in China. The group believes they have found the remains of SSgt. Lynch and will bring an archeological team to China in the fall of 2010.

Mr. Voner, who comes from a family of career service personnel, began serving his country in 1981, when he joined the U.S. Marine Corps. He served in Beirut, Lebanon from 1982 – 1983 and was honorably discharged in 1984. Once he returned home to the Boston area, he began working for his father’s construction company, where he worked his way up to managing in the field and estimating projects – a skill at which he excelled.

Mr. Voner is a recipient of the U.S. Marine Corps Expeditionary Medal, one of the oldest decorations still issued to active duty personnel.

Kevin Bishop

Kevin Bishop

Vice President of Construction

Kevin Bishop oversees the day to day operations of the construction service division of Veterans Development Corporation, Inc., which include field and the project management staff.

Mr. Bishop brings a strong work ethic having over 20 years of industrial mechanical experience. Kevin also has overseen mechanical projects both as a field supervisor and project manager. Mr. Bishop’s expansive field experience has given him a strong ability to evaluate and address field issues using sound problem-solving techniques resulting in a smooth process of job flow and cost control.

Trade Licenses include: Unrestricted Master Sheet Metal, OSHA 30 Hour Card and Construction Supervisor

Education background includes: Four years – Metal Fabrication, Technical Drawings & Blueprint Reading.

David DiCrescenzo

Safety Director

David DiCrescenzo is the Safety Officer/Compliance Director of Veterans Development Corporation, Inc. He started this role in March of 2018 but has been part of the our team since the early years when the company was involved exclusively in the HVAC industry. David manages all aspects of the company safety program to ensure that we are in compliance with Federal, State, and local laws. He also ensures that we are meeting job-specific safety requirements.

He maintains all of our safety manuals and documentation, keeping us always up to date with the newest trends in safety and compliance. David assists with making sure our crew is trained in all required areas and educating them constantly about working safely. David is the head of our corporate safety committee, attends corporate safety meetings, and makes job site inspections/visits.

David is also an entrepreneur, an accomplished author and blogger, a public speaker, and a hands-on administrator. He has been known to take a few departures to pursue other business interests over the years, but always comes back to his wheelhouse. His years of business experience in and out of the Construction Industry have taught him to take a very no-nonsense, pragmatic and focused approach to every task, and he believes that everything is doable by incorporating a “one small task at a time methodology” while keeping an eye on the bigger picture.

He is an animal lover and as a one time candidate for public office, is always open to an engaging discussion about politics and what is going on in the world today.

Janet Wilson

Executive Administrative Assistant

Janet Wilson has been with Veterans Development Corporation, Inc. since its inception in 2004. Her prior experience in the banking and business industry has strengthened her qualifications for the important role she plays in the company. She assists with overseeing the General Office Operations and assists with Construction and Office Administrative support. She assists with all levels of administration from simply taking a message for someone all the way up to being instrumental in complicated licensing and certification applications and renewals. Janet handles prequalifying applications for projects and submitting electronic bids. Janet also plays a vital role in completing the long and sometimes complicated VA estimate submission process. Since Janet has been here from the very start, she is usually the go-to person for the answers to most administrative type questions. She is also the Executive Assistant to the President and CEO and assists when needed with other company executives. Because of her experience with all aspects of the company’s operations, Janet provides invaluable general administrative support to both the estimating and project management departments.

Janet is a sports fan, especially for the New England Patriots and the Boston Bruins. She also enjoys spending some free time walking on the beach and cooking.

 

David P. Hanlon

David P. Hanlon

PWE, MBA, USN (Ret), Per Diem General Manager

Master Chief David Hanlon is our per diem General Manager of Veterans Development Corporation, Inc., who assists with the management and consulting on an as-needed basis. He brings 38 years of military engineering and construction experience, having a distinguished career in the U.S. Navy Seabees retiring as the Command Master Chief of the 7th Naval Construction Regiment, Davisville, RI. He also brings over 40 years of Municipal Government to experience his last 20 years serving as Director of Public Works for the Town of North Reading, Massachusetts. Master Chief Hanlon is a civil engineering graduate of Wentworth Institute of Technology and Northeastern University. He also holds an MBA from Nichols College. He is a current member of the National Society of Professional Engineers, Chaplain for the New England Chapter of the American Public Works Association, Massachusetts House Minority Leader’s Appointee to the Governor’s Infrastructure Finance Commission, and Chairman for the City of Newburyport Sewer Commission. In addition, Master Chief Hanlon is a recipient of the 2004 American Public Works Association “Top Ten Award,” 2010 Wentworth Institute of Technology “Gold Leopard Award,” Massachusetts Joint House and Senate “Excellence in Leadership Citation,” and a recipient of the U.S. Navy Meritorious Service Medal.

 

Sara O’Connor

Chief Financial Officer

As Chief Financial Officer of Veterans Development Corporation, Inc., Sara is responsible for the financial operations of the company. She joined the company in early 2020 with over 14 years of experience in various industries from Real Investment, Construction, HUD Housing, Non-Profits, and Public Accounting. Sara is the company’s main point of contact with the bond company, financial institutions, compliance reporting and our auditors.

During her spare time, you can find Sara running, volunteering with Team With A Vision and the Talking Information Center or enjoying the outdoors of Maine.

Ashley Voner

Assistant Project Manager

Ashley Voner is one of our Assistant Project Managers at Veterans Development Corporation, Inc. She is responsible for all Procore operations, which primarily handles all submittals, purchase orders, RFIs, and official company contracts. Ashley works directly with our Project Managers and extended Subcontractors for all current state and federal projects. Ashley joined our team in February 2019.

In her spare time, Ashley enjoys spending time with friends, family, and traveling to different countries.

I am an onsite person who takes much pride in all of my work, my #1 goal every day is Safety, and at the end of the day everybody cleans up.

Peter T. Leonard

Supervisor

Like so many of our people, Peter T. Leonard is committed to serve, and serve he has.  While yet in High School, Peter enlisted in the USMC and served our nation with  honor and distinction for over forty years and is highly decorated.

After his active service he applied the leadership skills that he developed and sharpened in the Marines and turned that into a stellar career as a construction superintendent overseeing the construction of numerous large scale public projects involving everything from bridges and housing to renovations at Logan Airport and much more.

Peter is a hands on, no nonsense superintendent who treats every project like a well planned deployment with all contingencies factored in.  Just as when he was in the Marines, he assembles his “troops”, goes in, and gets the job done.

Jim was with Veterans Development Corporation, Inc. for twenty-five years as an Estimator and Project Manager for Plumbing, Piping Projects, and Sprinkler Projects and purchasing agent for Plumbing stock for Veterans Development Corporation, Inc.
